Viktor Bondarev, Chairman of the Federation Council Committee on defense and security, told The Parliamentary Newspaper about the settlement of the UAV work in the airspace together with manned aircraft.

According to Bondarev, such issues as ensuring the safety of unmanned aircraft, creating conditions for the development of the market for unmanned air services, and using space for joint flights of manned and unmanned aircraft require regulatory regulation. To solve these problems, the legislation plans to implement the concept of integrating drones into a common Russian airspace.

A major concern is the mass availability of drones with a take-off weight less than 30 kg and the lack of independent control of the location of the UAV. For these reasons, the use of UAVs in conjunction with manned aircrafts is difficult.

"For the transition to joint flights on a regular basis, the Ministry of transport of Russia, together with interested structures, has developed a draft Concept for integrating unmanned aircraft into the unified airspace of the Russian Federation, the publication of which is expected by the end of 2020," said Viktor Bondarev. "The practical implementation of the concept in the period from 2020 to 2026 will include a series of research and development activities, testing of new technologies in integration testing zones, creating and testing integration scenarios on modeling complexes."
